There are mods that fix this if your interested. You cannot put GRA tagged weapon mods on weapons that don't end with GRA in the name.

The way the game sees it, 'Anti-Materiel Rifle' and 'Anti-Materiel Rifle GRA' are two completely different weapons. All I can think of is that one of my mods probably messed with the item lists, but I'm not good enough to know what to do about it. I've checked my inventory, I have what the wiki said I need.
